AI or a filmed shoot in Dubai?

AI wins when you need many versions fast; a shoot wins when you need real people in real places. For scale, here is what filming costs:

  • Filmed social media content: Action Filmz, a Dubai production company, estimates AED 5,000 to 30,000, the closest like-for-like figure to a short AI ad.
  • A filmed social shoot by the hour: Dubai Brand Films lists one hour for AED 1,490 and three hours for AED 2,900, with basic editing.
  • A filmed TV commercial: Action Filmz estimates AED 50,000 to 500,000 or more, and AED 10,000 to 50,000 for a 2 to 5 minute corporate video.

JR HQ puts its own speed down to the fact that “there is no studio, crew or location to book.”

Arabic and English versions

At JR HQ, bilingual ads cost more: AED 4,000 to 5,000 for a 15-second ad in Arabic and English, against AED 2,500 to 3,500 in one language. XMA lists an Arabic short-form ad at AED 1,122, below its AED 1,530 short ad, and says Arabic versions add two days; it does not say whether that price is on top of the English ad. XMA also says its “Arabic ads are written and performed in Arabic from the start”.

JR HQ likewise promises versions “written for GCC audiences rather than translated word for word.” Whoever you hire, ask who writes the Arabic and who checks it.

How fast is AI video production in Dubai?

Days, not weeks. XMA quotes 5 to 7 business days for five short ads and 7 to 10 for a hero film, counted from script approval. JR HQ says a first cut usually takes five working days for a 15-second ad and seven for a 30-second ad. The Scene Makers sends a first cut in 3 days, with two rounds of changes included.

What UAE rules apply to AI ads?

Two that we could confirm on official sources.

AI images of national symbols and public figures. The UAE Media Council said in September 2025 that using AI “to depict national symbols or public figures without prior official approval constitutes a clear legal violation of media content standards” (WAM, the UAE’s official news agency). It treats using AI to spread misinformation or defame people as a media offence, subject to fines and administrative penalties. Gulf Today reported the National Media Authority repeating the approval rule on 29 September 2026. We could not find the statement on either body’s own website.

The Advertiser Permit. The UAE Media Council says an Advertiser Permit “is required for individuals who engage in advertising activities on social media platforms, whether for financial compensation or not.” That matters if a creator posts a UGC-style ad from their own account. People advertising their own products, or those of a company they own, on their personal accounts are exempt, and visiting creators need a “Visiting Advertiser Permit” through a licensed agency. The National Media Authority lists the permit as free for the first three years, then AED 1,000. Law firms report it has been mandatory since 1 February 2026; we could not confirm that date on a government page.

The platforms’ own rules apply on top: TikTok rejects or restricts AI ads that are not disclosed, and Meta labels some itself. See AI ad labels for each platform’s rule.

Questions

How much does an AI video ad cost in Dubai?

At published prices, XMA sells short AI ads at AED 1,530 each in a five-pack, and JR HQ charges AED 2,500 to 3,500 for a 15-second ad in one language. The Scene Makers starts at $450, about AED 1,650.

Can AI video ads be made in Arabic?

Yes. JR HQ charges AED 4,000 to 5,000 for a 15-second ad in Arabic and English, and XMA lists an Arabic short-form ad from AED 1,122. Ask who writes and checks the Arabic script.

What UAE rules apply to AI video ads?

Two we could confirm on official sources: the UAE Media Council says using AI to depict national symbols or public figures without prior official approval violates media content standards, and individuals who advertise on social media need an Advertiser Permit. Each platform's AI labelling rules apply too. This is general information, not legal advice.

Do Dubai video prices include VAT?

Not always. XMA states its prices before VAT, and JR HQ's page does not say, so ask for the VAT-inclusive total before you compare quotes.

How we checked this

On 29 October 2026 we read XMA's and JR HQ's AI video price pages, Dubai Brand Films' rates, Action Filmz's cost guide, the UAE Media Council's Advertiser Permit page, the National Media Authority's permit service page, the Central Bank of the UAE's exchange rate page, the Media Council's statement on AI as reported by WAM, the UAE's official news agency, on 25 September 2025, and Gulf Today's report of the National Media Authority repeating it on 29 September 2026. We could not find that AI statement on the Media Council's or the Authority's own website, and we could not confirm on a government page the 1 February 2026 start date that law firms give for the Advertiser Permit. Studio prices are published starting prices in dirhams; XMA's are before VAT, and JR HQ's page does not say. Action Filmz's figures are its own estimate for the market. Our prices are set in US dollars and converted at the dirham's fixed rate of 3.6725, the midpoint of the central bank's 3.672 and 3.673. This page is general information, not legal advice.
